Certificate IV requirements

User guide for the TAE40110 certificate IV
qualification. From 16 June 2012, this qualification is mandatory for all trainers
and assessors involved in the delivery of nationally recognised training in
Australia.
NOTE:
The National Skills
Standards Council (NSSC) policy on the training and assessment competencies
to be held by trainers and assessors under the AQTF Standard 1.4(a) / VQF
SNR4.4/14.5, as agreed by the NSSC and published in its December 2011
communiqué is reprinted below.
Trainers must
hold the TAE40110 Certificate IV in Training and Assessment from the TAE10
Training and Assessment Training Package as a minimum qualification or be
able to demonstrate equivalence of competencies.
PACI comment: The ability to satisfy the test
of 'equivalent competencies' is in practice
very difficult as the system is geared toward all trainers possessing the
full TAE40110 cert IV qualification. The evidence burden, time, cost and
risks of trying to demonstrate 'equivalence' outweighs the convenience of
simply obtaining the TAE qualification. It should be noted that a
government auditor will scrutinise any such application for 'equivalence'
and if it is declined - this could leave the applicant in default of the
AQTF standards and subject to penalty action.
